It is not illegal to transports cremated remains across state lines or into neighboring countries.

Since Puerto Rico itself is a United States territory it would follow the general rules of thumbs for United States laws… meaning “cremation thus scattering is not state matter,” the city bylaws or municipal ordinance where the scattering ceremony is to take place need to be consulted.

How about if you want to travel with them to distribute them someplace else. Like from New York to Puerto Rico?

This is a great article. I can’t believe how much costs have gone up since 1960. Here is a website that talks about how much a funeral costs in 2008 – 2009. The costs keep going up (from 2004, 2006 etc..). It’s specific to Utah, but it gives you a good idea of how things are changing.
